Step 1: Orientation
Understand what the target is and what it is for. Use the target's plan or spec, PR description, and commit messages when they exist. Ask the user questions until you know both.

If subagents are available: is the background subagent for writing the log and narrative files running? If not, spawn it now. Doing that work in the main session distracts the user. Do not load the next step until that subagent is running.
